Prop 36 Brings Tougher Penalties

California’s Prop 36, which increases penalties for repeat drug and theft offenders, passed with strong support in Kern County, where 77% of voters approved it. Kern now leads the state in Prop 36 case filings, with 24 cases per 100,000 residents.
